GRW was responsible for both preliminary design and final design of this Kentucky Transportation Cabinet (District 10) Estill County project located within the northern city limits of Irvine and extending northward approximately 2.6 miles to the Estill County High and Middle Schools. Developed and built in two segments, the northern segment was completed in 2005 and the south segment, was completed in 2018.

The mile-long southern segment -- originally a narrow two-lane rural roadway -- had become decidedly urban in nature over the years. Long lengths of pavement adjacent to the roadway allowed uncontrolled access from businesses almost anywhere along the corridor. Lack of pedestrian safety and congestion near the elementary school also were concerns. 

GRW developed four alternates for evaluation and presentation at two public meetings. An environmental overview was also prepared. Final design was a 35-mph, urban typical with two travel lanes, a two-way continuous left turn lane, curb and gutter, as well as sidewalks in pedestrian areas. GRW was also responsible for the incorporation of two bridges at Sweet Lick Branch and White Oak Creek.
