GRW was selected by the Indiana Department of Transportation (INDOT) to provide all services necessary to complete this project including survey, traffic analysis, complex roadway design, environmental, bridge design, geotechnical, permits, and utility coordination. The current Interstate 69 and State Route 38 Interchange is a diamond interchange with at-grade signalized intersections at the ramp termini.

This project consists of replacing the existing ramp intersections with one-lane roundabouts at each location. Right turn bypasses will also be constructed for each entrance ramp in the SW quadrant for the west intersection, and the NE quadrant for the east intersection. The existing overpass bridge will remain in place and the each intersection will terminate at the end of the bridge on each side. The approved scope was the recommended alternate from a traffic analysis and alternate selection report developed as part of the preliminary engineering.

The overall project also includes an LPA component paid by the Town of Pendleton and the Madison County Council of Governments, which includes a multi-use path through the interchange, and a stand-alone pedestrian bridge over the Interstate along the south side of S.R. 38.

The Pendleton project includes improvements to the intersections of Enterprise Drive and Heritage Way with State Street. Both intersections are three legged “T” intersections, located just east of the I-69 & S.R. 38 Interchange. The Enterprise Drive intersection is closest to the interchange, and Heritage Way is the next intersection to the east. The Enterprise Drive intersection will be converted to a right-in/right-out intersection with free-flow on State Street. A center median will be added to the south approach of the intersection, and extended along State Street to separate the eastbound through and the right turning movement.
